What is this residue ?

Tried cutting the paint on an old fat of mine but can’t get through this film,
Any ideas?

id be surprised if that will smooth without sanding back.
i reckon there might have been a badge "bonded" there previously and the glue or whatever was used to fix the badge has reacted with the paint/clear coat.

Could be, I don’t think you will shift it without using a more harsh cleaner like thinners, but that will cause you a major problem but taking the paint as well.

Bloomin big badge if so. Some destructive adhesive or another that came free with tape I reckon. Nice.

It’s on all tubes in places where you wouldn’t have decals or protective tape
