What is this bike?

Can anyone identify this Raleigh Road bike? It is a small frame, around 19.5". The wheels are 26 1 3/8ths. It has a cottered crank. 5 Speed. See attached picture. Thanks! the frame number is 1919595 which according to a website indicates early 1970's? Would be grateful for any replies.

I'd say Huret ECO derailleur would put this late 70's

By 1972 Raleigh had sorted it's numbering system to two letters followed by a number of numbers.......bit 60's ish then like this one?
