Thanks for the comments. I don't suppose I'll ever know for sure, but I'm back to wondering whether the fork at least is from a Sun Solo. I just replaced the bearings and the steerer has sky blue paint on it like some
of them did. but it also has the number 16103 stamped on it which is different from the frame. How common is it find a frame and fork from different bikes?
I'm just getting my head around eBay for small parts, so I might take your advice and start again with a lighter frame.

I'm pretty sure now it's a Raleigh Routier from 1988 or so. Not Dawes or 531 or butted but it has the same touring geometry as a touriste, royal or randonneur done in cheaper and heavier high tensile 18-23 "gas pipe" tubing. The butgundy is just right too, so not a respray. I'm pretty pleased with how it feels so I'll get a head badge for it and touch up the paintwork. New front wheel to get rid of the spoke noises that are making me nervous.
