hi, i might be wrong, but i have seen a few similar ones in recent years.
To me maybe an Taiwanese Frame sold by many different me-too brands in EU.
E.g. this Bing-labled one was sold from a mailorder dealer in 1995
or from at self-serve department stores in Germany with the Fischer brand (not to be confused with Gary Fisher)
Most likely same manufacturer was also selling a similar frames to Simplon, Epple and maybe some more better known brands.

that's here also a similar one (with less big carbon coat at the steerer tube)
