There's actually a slice out of it (the upper mark) which looks as if someone cut it with a dremel.

But then, there's a sign of something on the sidewall, too.

I rode it a bit... I didn't die... but I have since replaced the wheel to be safe.

Looks like some one has been cutting with a 1mm grinder disc. Had same marks on mine when someone tried to nick it one night.

Occam's razor. Looks like someone has been applying a pair of gritty rubber pads to the rim over an extended period of time, probably in an attempt to arrest forward motion of the bike.

That's definitely true, the pads were horrible.
