What Frame is this?

I bought this bike in Austria. I just can't figure out what make the frame might be? No Frame Number, maybe the decal on seattube is original. Down tube at the front oval.

Plus the welds look a bit "clumpy" actually for a Cannondale

Cannondale wouldn't have those welds. They always had smooth joints.

Yes only the dropout is similar, but not Cannondale, i think it is a Taiwan OEM Frame. The only disturbing factor is the decal (made in usa) , it may not be original too...
