That's the same as fitting a compact. Compacts are 110mm PCD. Victory is 116mm and hard to source rings.
 
You'd probably just get away with a short cage mech with a 39/52 front and 11-28 rear.

I ran a 30/39/48 triple with 12-23 rear with Campag Chorus - and Campag mechs are shorter cage than Shimano. The (safety critical) big-big combination was still usable if clattery.
 
I'm looking to convert a 38T 86bcd chainring to fit a stronglight 122bcd chainset. The ring has no cut outs.....so it should work.
It should be possible to do the same for Victory chainset...
 
So, if I go down the mtb cassette route, what would be an appropriate rear mech? I'm guessing the dura ace 7700 would have too short a cage? Don't want to put an mtb mech on - I know XTR would work beautifully - but, it would LOOK WRONG!!!!!! :)
 
The problem with the MTB cassette is the distance to the top jockey wheel - a sprocket bigger than 28/29 will likely result in the jockey wheel hitting the sprocket.
