What and when? A bit of a quiz

My wife bought this set from the local boot sale for me.

We've a pretty good idea what they're for, or rather their application for cycling use... can you guess? I'll let you know in a bit...

What we don't know is when they were made. Any ideas?

Just a tip. The photo was taken on the macro setting, the hooks open out to be 45mm across.

So probably about right for stringing up by the nostrils then...

that would be my guess, always used a bit of an old spoke bent into a hookish shape at both ends to do the same thing
