Wanted: Steel frame and forks with canti mounts

I'm after a frame 60-64cm seat tube and circe 57 cm top, with canti mounts.

Ideally steel. Paint condition irrelevant, but must be structurally sound.
As much tyre clearance as possible.
Would consider a cross frame or light touring frame.
Would also consider a frame built for 27" wheels so long as there was enough adjustability in the cantis to cover 700cs.

Sadly I'm on an extreme budget.
May consider a whole bike or frame and parts.
Would prefer to pick up so must be in London and southeast area.

It's going to be a bike of function rather than form so nothing exotic required.

Hi jm, pm'd you there in case you've still got either of the frames you mentioned for sale. I'm looking for a large touring frame, saracen sounds like it'd do the job
