On the road bike I'm on retro modern slightly sloping top-tube at 54cm = 21 ½". 1.75m tall, which put's me in the average ball park.

forks look a bit bent.

Just rotate the bars 180 degrees and bump into a wall.

As far as I know, yes. I have seen what appear to be different sizes. Can be hard to tell from a picture though. Would have thought any constructeur porteur would have been built to your specs.

Rack stays look thicker! More I see chain cases the more they're growing on me...Id like an aluminium one...closer fitting...

Reminds me of this, not French either, but a nice gently curved seatstay

Bilenky has built some lovely frames. There are some excellent American frame builders that build randonneurs and porteurs.
