Group 2: If you're in group 2 you want it and are willing to pay some amount over $150.00 but not as much as $400.00 and actually have the money to accompany an offer.
Group 3: Want it and will pay $400.

How about Group 1a - 'Those who want it but think a price lower than $150 is sensible for a seatpost'

Seems like everyone isn't willing to pay for something they want at the going rate for something that is obviously extremely hard to find.

If everyone isn't willing to pay the price this seller is expecting then it can't be the going rate? The going rate is what people are willing to pay. Suppose a shitty attitude isn't going to help the sale.
