Unusual frame

Anybody know what this is?

Looks like it was made by light structures in Yorkshire . They make the lighting rigs for bands stage shows . That was a poor pun but it would be interesting to see who made this very rare looking bike .

I think they were marketed by Claud Butler, mainly sold in supermarkets and toy stores. Saying that I have no evidence that the frame is bad...

The seller seems to think it maybe a CB. Can imagine it’s particularly lightweight given all the fuss and welding.
