It's either unwashed and grimey or got rust coming through the paint I can't tell. Must have been kept in a damp environment if it's rust as my Butler of a similar vintage is not rusty at all where my Raleigh seems to be suffering a bit from the damp garage (particularly on the forks, which i'll get striped and painted).
