When I lived in Manchester I was told by a lbs that it wasn't uncommon for tea leafs to put their own locks on other people's decent kit at the University bike racks, just to stop the students taking the bikes home, and then come back at night with the croppers.

Same as it's ever been really: Don't leave anything shiny in public places.
