Unknown very light steel frame.

Yeah, strange frame, has features of a few different frames from different periods. Almost looks like the tubes were added, its the seatpost clamp that is throwing me though.
I’ve seen the clamp before, I think possibly on hand built bikes?

I think someone suggested that previously and it wasn’t, I’ll have another look though thanks.

Early Parkpre also had weird noodle affairs going on too.

Of late, I've been scanning the local French Gumtree to the point of going blind and disorientated, but there was an early Lapierre that
seemed to have similar guides and something from a small French builder too, but I'll be dammed if I can find them again.

There‘s an Italian eBay-er selling very similar looking frames. link:

I looked at Parkpre a while ago but could't find anything.

Thats interesting. The rusty one and the blue one are similar, but the welding isn't neat. Still different unfortunately.
That same seller is also selling the below, which is very similar except for it being titanium! Double checked mine with a magnet and its definately steel! Moser don't seem to have any steel steel similar though.

While building it and wondering how to route cables, I’ve noticed this, it has a cable stop for the rear brake. So must have been designed for canti’s and v-brakes?

That's a very interesting puzzle. Lovely details, and so light. Nice.
One thought - is the seat tube ovalised? This would help ID the tube set.
Also - any trace of a different colour in the BB or headset? A bit of over spray of a different colour?
