Unknown Roberts- Tip find

I'm confused as to why it doesn't have guides for any gear cables?

It does have the usual cable guides for a road bike, it just doesn't have the shifter bosses for the cable stops near the top of the downtube - instead those stops are on a band. Which is fine, it just means you need some band-on downtube shifters and there are plenty of those around.
 
Just going to suggest SunTour Power Shifter band-on down tube shifters.
Available on Ebay for around £20-30.
Also in all chrome if you wait for a bit.

Possibly the best friction shifters ever made, and work fine with SunTour Cyclone GT rear deraileur.
I can friction shift 8 speed with that combination, but normally I use it on a SunTour ultra-6 13-32 freewheel.
And they're period - 82ish.

What an awesome find... I got my Roberts in a similar way too!

Mine had early 90's components on it, but it was actually built in 1965

What is the serial number (on the BB) That could help date it a bit more accurately?
