Unknown E stay frame

Any ideas what this could be, its been modified with the cantilevers bosses cut off and a disc tab fitted. Seller says it's steel.

Not a quattro doesn't have the bottle cage bosses on the connecting tube, has brazed on seat clamp, wishbone etc.

Does look like a Quattro but with a wishbone,at first i thought it was a Dave Yates Vulcan like this but the seatstays are different

I can't help, but have always had a project in mind for an e-stsy. Paint frame white, divide frame I half. Have one child paint one side, one the other. Lacquer and build.

This one is the blank canvas I'd be looking to create.
