Unknown Allin bike theead

I've recently been given what is marked up as an ALLIN but im not too sure. There isn't a frame number on the left chainstay, I think it's got Nervex lugs and it's got a revited Allin badge on the headtube. The only numbers i can find are on the BB shell and is 1812. Couple of pics below

Any ideas ?

Headbadge looks genuine but modern pop rivets suggests something different……
 
Looks to me like a respray - the Reynolds transfer is newish too. Classy lugs, nice.
Theonly thing I would check is that there are no other holes in the head tube for another badge in the past.
 
Don't know why but looks like an older Carlton Clubman with some tabs brazed on the seat stays
 
Hi All, it does to me look like a respray/enamel as it took a fair bit of rubbing away on the dropout to get to metal. What would those tabs be for on the seat stays, could they be a primative panier system ? As far as I've undetstood from the previous owner now in his 90's is that his father rode it aswell, so it could easily be in the 50's.

I can but hope that the tabs are really a homebrew idea for a tandam. :)
