Trying to ID this Cannondale frame

Has the left hand seat stay had a repair just under the canti mount? Looks like a weld has been semi flushed off, did they come like this?

I think it has had a repair yes, and with that repair, they then probably stripped the paint. Don't think these came as polished frames and would also explain the lack of decals.
