Trying to figure out who made this

Picked this up today. I’m trying to f out who made the bike. There are no other marking except for the flag.

Fork seems nicely made. Which builder would put the union jack on their bike? There can't be that many, surely?

It has to be French judging by the pump

Looks to be a 1980 frame with some Campag bits . Most likely had a respray at some time so
makers and tubing decals no longer visible . Could be a Mercian ? probably easier to take a
decent photo and list it in the road bike section with its frame number , as its clearly not an MTB
