I think it's a parking brake
- I've never seen a foot operated lever,
I don't think you'd want to take one foot off the pedals when braking!

You're most likely correct but you 'might' be able to operate it with the foot still in the clip at the rear most position with a twist of your heel?
You should really buy it now too prove me wrong!

Sounds ridiculous but so does putting a park, or indeed any brake lever in that location.
