Touring bike or frame

Hi,
I'm looking for a vintage touring/road bike or frame. Something like Lotus, Nishiki, Centurion or a british classic would be perfect, but I'm also open to other offers.
Requirements:
- Steel frame
- Seattube length ctc 60-62cm
- Eyelets for mudguards
