Rocky tended to fit decent stuff to the bikes, stuff you would still be using. Kona tended not to and you would be changing their homegrown stuff and hidden bits that where lower quality.
But then there was a huge price difference a between kona and rocky.
Though the lower models in rocky tend to be a comfiee commute ride, even though they are not made in house.
Marin's at least the mid 90s had pretty good stuff on them and decent riding comfortable frames. Only thing I'd switch out would be the emarin lite can't is of 1995.
So yes there are lots of them, brand, comfort, quality is subjective.
Forget to though I'm not a tourer person, nor a commuter, I still always ride retro bikes but ive found a retro bike I want and it fit the bill you mention nicely
