Kona frames were really low slung for the sizing... but a sensible top tube reach in proportion to the frame 'sizing' ie a 18" kona was meant to be for someone who typically rides an 18" ... as long the seat tube is within its safety marks it should be ok .. I'd like it to be a decent condition quality seat tube. If not I'd keep an eye out for one..
Edit.. looking at the second pic I think that'll be fine as said before as long as there is penetration ( ooo) through the frame top tube /stays joint .
