Pretty much all the 12/13" frames (or 14" konas) you can follow the toptube and seat stays in a straight line.
Maybe it's the perspective in the picture, if it measures 12" then stand over would be fine, let me know!

You are indeed correct, it isn't 12"

15" from ctr of btm bkt to top of top tube.

I've got a small Orange Evo2 in the garage that I built for my daughter a few years back.
I'm pretty sure it's a 15" but I can measure it when I get back home if you're interested.
It's small and light, ideal for a youngster.

If you could double check the size please, I'm trying to get a 13.5" specialized or 14" Kona as they have an inch or so more stand over... A 15" might be just a little too big, but if you could let me know the c-c size I cam look up the other sims! Thank you

Got the tape out this morning.....
It's 15" from the centre of the BB to the top of the seat tube - and about 12.5" centre to centre.
It is 20" along the top tube centre to centre.
