Threadless Answer ATAC stem question

Hi,

I see many threadless Answer ATAC stems for sale. And they don't come with a top cap, by contrast with the quill version. Even in the Answer catalogues here in the archive section, they're pictured without a top cap. Were they sold without one BITD?
