They were a house brand for a bike shop in Toronto, Ontario called Silent Sports. They were nice bikes and really good value.
I always suspected they produced these bikes in part to get OEM pricing on components to sell aftermarket.

The Reynolds tubing is unusual, I'm used to seeing aluminum frames, sometimes Easton. I haven't been able to find much information about who was making the frames, but they were sold at Silent Sports. I think had 2 shops, one in Toronto, one in Thornhill, just outside of Toronto. They had a hard time with the name, thin blue line is a reference to the police. Not all that popular with the "alternative" MTB crowd.

Though I've never seen one personally, there was a racing team on titanium bikes. According to this, perhaps 50 Team Turbulence made by Litespeed:
