Sobered up enough for a second attempt...
I am at the bottom level of an outdated corporate empire which does not realize that it is failing. That picture is from the top floor of an industrial facility which will fail due to mismanagement, but continues to stagger on. The unnamed corporate entity is highly symbolic of a nation state which seems to be on the same path. The bottom rung will suffer long before the top notices anything.
I can provide an alternate title:
