Thanks for the history on the decal!
I'm not quite sure how to measure a stem, but from an assumed center line from the vertical tube to the center of the handle bar clamp is 135mm.
Hope this helps.
Still not worked out how to measure the rise without a protractor...

Thanks i sort off guessed it was 130ish in length
was hoping it was 120mm but
it has got a wee rise & hmmmmm noodle
