Err, yes you can! Cane Creek, and i should imagine a couple of others do now, make a bottom cup for straight 1-1/8 headtube to run a tapered fork.

Got any links? I always thought you could with a 44mm head tube (you definitely can as I have 1 In my cotic) but not a standard 1”1/8 headset as there wasn’t physically enough room for the bottom cup.
