It looks pretty good , i've got one that had on my LTS that i used for DH BITD , they are like a matt finish which this one is so i suspect it is original paint . They don't come up very often

I have also seen several for sale in this color, so it most likely original not painted afterwards.

same here; seen a bunch; it was a popular color for a bit there, to match the Judy "DH" fork (had to laugh as I wrote dh, being that it had a whopping 80mm of travel as opposed to the 63mm of the Judy XC)

It was designed as a DH stem , if you notice the clamp is cut out on the bottom to allow riser bars to fit and it was a high rise , yes it was done in red to match the judy DH forks
