Probably when you remove the paint around the BB to see the serial number properly it may provide some clues?

I would stay with the paint - It looks in good nick and painted Ti is not often seen ;)

Nice frame. The orange colour and the shape of the frame looks like my SPEED frame of the same vintage - but its steel.
 
just stumpled accros the 94 Kona brochure and found this:

"...Sandvik's facility for welding bicycle frames is equally impressive. The have been making our Hei Hei and Haole titanium frames since 1990..."

I'd be inclined to agree, but I see from the flikr link the paint is already gone. :(
Every man and his dog did bare Ti frames. Not many painted, and I'll admit to liking painted Ti, though I may be slightly biased. ;)
