Yep,
The frame hasn't been repaired. This extra part has been welded originally bye the owner because radical frames were know for being wick around the head tube.
Actually, the owner was a car mecanics who two kids racing dh. As a nerd, he made plenty of enhancments inclusif frame and rockers modifications, internals of the fork.
Be sure the frame has non failure.

Yes it has been repainted but it is a true cofact.

Is there any provenance supporting that it is a co-factory frame as from what you’ve said in the listing is that the modifications were done in someone’s shed / workshop as opposed to by the Sunn factory

In my opinion that's a matter of philosophy : frame has been built by Sunn, modified by the owner at Sunn Workshop. Suspensions are modified according to the owner spec' by the same suppliers Sunn was working with at this time, and as this person was working for Sunn RnD in between 97 and 99, including being a non professional downhill racer. Result is a Sunn Radical Plus, with enhanced suspension travel and behaviour, enhanced stiffness, enhanced brakes.
