sugino tension disc

i found this tension disk/disk drive on auction. it is laced on xt hub and sun cr18 rim. is it usable since it has no film mesh??

As I understand it, technically yes - as the film sheet is cosmetic, there to protect and ‘house’ the cords.

Practically though I’d say it would not be wise, because if anything gets in there (a stick, your chain, etc), then it’s likely that the cords would be destroyed, and the wheel integrity would quickly follow.
