Stuck brake adjuster advice sought

Because its a barrel adjustor it already has a central hole in it -
I'd suggest drilling slowly from the underside with a 4mm bit. The chances are that as the drill bites, the adjuster will simply unscrew.

A bolt extractor would get it out from the other side - they are quite cheap.
 
I'd get to know it first, then make a suggestion we get a coffee maybe grab a bite to eat......

least destructive approach first.

or **** that, 3mm drill bit to remove the material then crush it and remove the bits before running a tap through the hole to clean out the threads.

Exactly what I did but used another adjuster to clean the threads, as I don't have a tap, not yet anyway. A job for the distant future no doubt!
 
I still use my MiniDisc! Have too many "mix-tapes" I made. And connects up to my garage/workshop Makita radio via 3.5mm jack... 👌
I'm sure there's probably a few on here who reached this technology peak and realised that's enough modern things for now. It comes with the territory!?
