strange fork, anyone seen this before?

Today I received a very strange looking fork. I don't know anything about it, except it has campagnolo dropouts.
Usually a fork has this kind of shape after hitting a wall or a car or when something mysterious happened after visiting a bar last night. But this fork looks like it was made that way... with a purpose, but what?
I hope someone on this forum can help me out.

Dropouts point the wrong way for diadrent type forks, have you got any old frame you can put them in and see what they look like? Wild card could be track forks for a bike following a motor scooter, the name of which has gone out of my head.

The dropouts are pointing the wrong way in that pic, spin them around and then I guess they will look like a pair of front ended forks?

That's also what I thought at first.
I can't turn the fork around; the wheel will hit the frame.
also judging by the marks around holes in the crown (it has a 'star' mark on side and a round one on the other) I'd say the fork has always been fitted like this.
