Yes...its always confusing who measures what to where and call it which size.
Centre to centre is 17.5....c to top is 19.
Kona would call that a 19, Merlin call it a 17.5

That was very cheap...Ebay has never been a leveler or market price decider. Someone got lucky....better pictures would have helped.
