Stepped Ferrule Required

I have been through a number of these but none have ever been quite right.

They are for where the brake cable goes through the top tube.

The below shows where they are used:

and these are the dimensions of the ideal ferrule

Anyone any suggestions where I may find such an item?
 
i would enlarge the holes to 5mm and not bother with ferrules.
in this situation generally i think ferrule' less looks neater.

no whats not seen doesnt matter !
if you dont get any joy here try hobby modelist shops and clubs
they have links to precision engineers with a view to bespoke.

But it is seen so it does matter ...

Taking a drill to a 30 year old frame ... I couldn't do it ...
 
only my angle mate.up to you. pre paint would have been
more ideal. in terms of horology or precision engineering
i would view a job like that as pretty basic.[making a ferrule]

Ferrules are the least of your problems.With a top tube that short you are gonna get back problems.
