A short stem will quicken the handling? Will going down to a 70 mm to 90 make a big difference? The same angle of 6 d rise.

A shorter stem helps you get your butt over the back wheel when you are going down hill. A longer stem helps you get your weight forward while climbing. Pick the stem that fits your style of riding. There isn't really a right answer. You just have to try a few things out and decide what you like.
 
Yes, a shorter stem will give you quicker steering, and yes a 70 will make a noticeable difference compared to a 90.
The rise of the stem doesn't make much/any difference, but bars that are more swept back will have the same effect as a shorter stem.
 
Like LGF said, it depends on the bikes geometry.

It will make the riding position different and alter the steering characteristics, but you soon adapt to it, which it will then feel normal and then is only really noticeable when you ride other set ups.

I have rode 150 all the way down to zero and judge the effects by the bars position in relation to the front axle, measured vertically. Personally i think bar width has more effect on steering than stem length.

:LOL: i forget the bars. They are flat 560 wide AX Lightness 6 d bend. 98 grams UD carbon. Made in Germany.

:LOL: except a weight weenie. As stem i have my eye on saves me 44 grams.
