Good point, I would have thought the lower the extender the less leverage it has on the clamp which holds it?

Yes, that, and eliminating the projecting tube which would look plain stupid and irritating, unless you wanted turn it into a bud vase.

Cutting can be done with a tube cutter used in plumbing.

I used one for a while on my old On-One, the bike with a stupidly long top tube.
I never broke it, but I did get fed up with the frame and sold it on.
