...if you look at the photo the rings around the extender are the same diameter as the steerer so you can extend it by a minimum of 5mm to about 85mm, which should be enough for anyone ;)

does anyone know a good frame builder/repairer in the surrey area that can extend my steerer tube like this (without costing the earth)

Please dont say Chas Roberts..
 
thats a machined insert thats been plug welded any engineers should be able to lathe an insert like that shouldnt cost too much

Although not in Surrey I had Dave Yates do mine-a fat chance BOI fork. Perfectly finished in the same way as Uno's up there: cut, inserted tube, added new steerer, pinned and brazed.
Strangely many builders will not do this, I searched around Surrey/home counties but found no one I trusted so went to Dave instead
 
So let's see if I am understanding. You can take a short threaded fork insert a quill adapter use a threadless headset and clamp a threadless stem to adjust/tighten.
 
Make sure to let him know if it's going to be used on threaded or threadless as this can impact where he needs to cut'n'shut as you'd want it lower down if you are going to insert a quill stem.
