You can see in this thread that the cartridge BB shaft is not a constant diameter all the way along, the diameter reduces by circa 4mm where the bearings sit.

I was simplifying for the sake of, er, simplicity

No criticism, before that thread I hadn't seen inside a cartridge BB so guessed it would be worthwhile info for all, it may well be 17mm dia smallest.

I know the square taper race face BB I just sold was 17mm smallest dia where the cartridge bearings fit, and was hollow with a ~6mm hole through the middle.
