Seat tube c-c is 18" (or possibly 18.5 but I didn't think they made them in that size :? )
Top tube c-c is 22.5".

Yeah sure, no problem ... I have a couple of shims (one in this frame, another in a box, forget what size it is) if it helps.

**edit to add** I think you'll find it's 27.0mm give or take a couple of tenths.

Looking at roughly £25.. I'd need to do the measuring and weighing thing properly to do a proper quote (unless anyone sees this and knows)..

Shims are readily available, I normally buy from crc 0 the Brand X one is perfectly serviceable.

The ones I have are a 26.4 and a 30.? ... so no use to you unfortunately.
