These tend to be known a Gas Pipe Bike Shaped Objects (BSO) due to their use of extremely thick and heavy steel tubes. They were made for all manner of UK companies like Apollo, Radford, Claude Butler, Magna and so on. Even Raleigh made a number of Gas Pipe BSOs under the Max range. They were not high end and tended to sell for £99-£149 new. Parts tended to be Altus mixed with plastic brakes and levers, chrome seatpost, 21.1mm stems and Gripshift 400 which is all very low end. Looks like this one has has a new rear derailleur though.
Nothing nasty about them, they were a great entry into mountain bikes but they weren't great bikes.
