SPIN 3 spoke wheels Truing/Bearings

Hello, that's want I thought but I unscrewed the small allen key bolts out of the main body (on one side) I can't see how the twe sides come off. I then moved to the rear wheel and one of the allen key bolts came out but the other has been cut in to and is locked in.
I managed to get the cones off one side but the last owner has really made a mess of the non drive side.
Take a look at the photos and let me know what you think.

U need to make sure you get good up close photos or see what your buying in person before you're plunking good money down on stuff like this. I wouldn't have touched them with them looking like that.
Are these BMX wheels or mountain bike wheels?
