I'm not sure on frame sizes for DJ bikes but his kid is 5' 9" so I suspect a 14" will be too small. I'm not looking to piss anyone about the maximum he has to spend on a complete bike is £185.00 I'm happy to assemble it for him if it's a frankenstien assuming the parts are all functioning etc.
