It's quite possible that the system is swamped, and many parcels are not being checked and billed even when there is a clear customs declaration on the shipping label.

Can't say I really care. In my opinion the threshold for import duties has always been ridiculously low. And last time I checked it includes shipping costs, which just seems stupid.
