Small-ish steel frame, Kona would be nice

I'm after a small (15"-16") steel frame (or full bike perhaps) for my wife. Something like a Kona would be good, lava dome or cinder cone spec-wise. Anything considered so long as it is suitable for leaving in town (i.e. cheap!) and the headtube is 1 1/8th.

1990ish 15.5" Marin of any interest? 1" headtube though although fork, stem & headset available if that helps?
