Shock mounting - possibly parts missing?

Rear shock on my 2000 Marin B17 frame is moving about in its mounting.
Upon removal it seems the hole is way bigger than the mounting tube that slides through the shock bushings.

Do I have some missing washers/bushes maybe??

Inside top hat bushes are missing

Should they be metal or nylon?
Can get some correct sized ones free as samples from a fastening company but they are in nylon.

Ask someone to measure theres and go to ebay, absolutely loads there, they are not unique to Marin frames. I dont have any anymore otherwise I'd measure some.
