Seat tube clamp

Hey. So I've been fixing up an old bike I bought and it has that irritating Qr seat tube clamp and it won't keep it tight no matter what. I prefer the type I can tighten with an Allen key, and that's what I am used to. I am intending to buy one of those within the next few days but until then I'd like to test the bike, is there any temporary fix? Could I run a bolt through it? Or even better, is there a way to make that qr system work better?

You can always replace the skewer with a couple of washers, nut and bolt.
